Srinagar November 22

In a move indicative of a broader pattern, the Jammu and Kashmir Administration has terminated the services of a senior physician, Dr Nisar ul Hassan, who also serves as the President of the Doctors Association Kashmir, along with a school teacher, a laboratory bearer and a police constable.The terminations come in the interest of security of State with accusations of their involvement in “anti-national activities”.

The list of terminated officers includes Dr Nissar-ul-Hassan, Assistant Professor (Medicine) at the Government Medical College, Srinagar; Abdul Salam Rather, a laboratory bearer in the Higher Education Department; Abdul Majeed Bhat, a constable in the Jammu and Kashmir Police Department; and Farooq Ahmad Mir, a teacher in the School Education Department.

According to the termination order for Dr Hassan, the government cited that “the activities of Dr Nisar-Ul-Hassan are such as to warrant his dismissal from service.”

It further invoked sub-clause © of the proviso to clause (2) of Article 311 of the Constitution of India, stating that, “in the interest of the security of the State, it is not expedient to hold an enquiry.”

As a result, Dr Hassan has been dismissed from service with immediate effect, reads the government order.

Officials say these terminations are part of the Union Territory Administration’s efforts against the terrorist ecosystem and its key stakeholders.

Over the last three years, the administration has invoked constitutional provisions to dismiss more than 50 employees for their alleged involvement in anti-national activities.
