The directive instructed educational authorities to implement changes at the district level by redistributing surplus teachers to schools that are either understaffed or lack teachers altogether. It emphasized that these adjustments must be finalized by September 28, with a comprehensive report on the outcomes to be submitted to EV Narasimha Reddy, the Director of the School Education department. Recent data from UDISE+ indicates a concerning trend of declining enrollment in government schools each year. A thorough analysis of this data, along with field observations, identified one significant factor contributing to this decline: the uneven distribution of teachers across schools. The department noted that while the overall teacher-to-student ratio at the state level stands at 1:17, which is commendably better than the minimum standard of 1:30 set by the Right to Education Act, the situation varies significantly at the school level. Detailed school-specific data revealed discrepancies, with some institutions having more teachers than students, while others faced the opposite issue. This imbalance needs to be rectified promptly to ensure that quality education is accessible from primary through high school levels.
