Patiala, 16 July (Press Ki Taquat Bureau) : Dr. Harminder Singh Khokhar, a senior officer working in the Public Relations department of the Punjabi University, Patiala has demanded the removal of Daljit Singh Ami from the post of the Director Public Relations of the Punjabi University. Patiala. Dr. Khokhar is a former Indian Information Service (IIS) officer of 1998 batch and is working as assistant public relations officer in Punjabi university since 2001.
In a letter addressed to the Chairman of the University Grants Commission (UGC) New Delhi, Prof. Mamidala Jagadesh Kumar, Dr. Khokhar said that Daljit Singh Ami, Director (On probation) Educational Multimedia Research Centre (a UGC funded project) at Punjabi University, Patiala has been appointed on another full-time post of Director Public Relations of the Punjabi University without any qualification and experience in the field of publicity and public relations. However, neither Consortium for Educational Communication (CEC), New Delhi or University Grants Commission (UGC) was ever consulted nor any intimation was given either by the Punjabi University, Patiala or by Sh. Daljit Singh Ami himself to CEC or UGC regarding his appointment as Director Public Relations of Punjabi University, Patiala.
Dr. Khokhar in his letter to the UGC stated that Daljit Singh Ami’s appointment was ab initio void and the appointment have been done by the Punjabi University suo moto without the approval of CEC and UGC. Moreover, this issue was never brought before the Board of Management (BoM) of the EMRC, Patiala at any point to time. The appointment of Daljit Ami was illegal and in violations of Dr. Khokhar’s departmental seniority and the directions of the Hon’ble Punjab State Commission for Scheduled Castes (Government of Punjab), Chandigarh in this regard.
Dr. Khokhar further informed the UGC Chairman that in March, 2022 a video was uploaded on YouTube pertaining to a programme telecast by the News Bharat Punjab held under the banner ’A conversation between Arundhati Roy and Daljit Ami’ at university. Dr. Khokhar wrote that Ms. Arundhati Roy needs no introduction and notwithstanding her celebrity status, is known for controversial views on many sensitive issues even of crucial national interest, which she has been articulating even on international fora. Due to Ms. Roy’s presence in the University campus evoked protests from the university students which speaks volume about her comments and views, he added.
Dr. Khokhar stated that Daljit Singh Ami is working as a Director of EMRC, Patiala and Director Public Relations of the university and his association with such programmes was totally unprofessional and unethical. Moreover, this is a far serious issue as Sh. Ami being a full-time paid functionary of EMRC, Patiala is drawing emoluments from the funds provided by the UGC. It is beyond Daljit Ami’s brief, duties and authority as Director Public Relations of the university to be associating with such programmes in any manner whatsoever. Dr. Khokhar further said that this was a serious lapse of conduct and discipline on the part of Sh. Ami on extraneous grounds.
Dr. Khokhar further stated that Daljit Ami involving himself in activities other than EMRC work is likely to have adverse impact not only on the functioning of the center but also on the moral of tis staff.
Dr. Khokhar demanded that in view of the facts, it is high time to protect the interest of the Government of India and in larger public interest, the UGC needs to take cognizance of the gravity of the matter seriously and issue directions to the Punjabi University, Patiala Vice Chancellor, Prof. Arvind to cancel the illegal appointment of Sh. Daljit Singh Ami to the post of Director Public Relations of the Punjabi university immediately and let him work full time in EMRC for which his appointment has been made and against which he is drawing salary.
