The “Comprehensive Strategic Partnership Treaty,” which was established by the leaders of North Korea and Russia in June, officially took effect on Wednesday following the exchange of “ratification instruments” in Moscow, as reported by North Korea’s KCNA news agency on Thursday. This treaty was formalized during Russian President Vladimir Putin’s visit to Pyongyang in June, where he held a summit with North Korean leader Kim Jong Un. It encompasses a mutual defense agreement that stipulates immediate military support should either nation encounter armed aggression.
According to KCNA, the treaty is expected to act as a significant catalyst in promoting the formation of an independent and equitable multi-polar world order, free from domination, subjugation, and hegemony. Putin’s visit and the subsequent agreement to enhance military collaboration between the two nations occurred against the backdrop of North Korea’s increasing involvement in the conflict in Ukraine, with reports indicating the deployment of over 10,000 North Korean troops to support Russian efforts. Neither country has publicly acknowledged this troop deployment or the transfer of thousands of containers of ammunition, along with mobile howitzers and rocket launchers, from North Korea.
